This is a simple Asset Management Checklist I put together a while ago.  I was wondering if anyone can think of anything I should add to the list, or think any of the questions are irrelivant?

  • Do you have an Asset Management Strategy?
  • Do you have Asset Management Plans?
  • Have you documented your asset management practices?
  • Do you know the exact location of each of your assets?
  • Do you have a list of all the legislation impacting on the management of assets in your state?
  • Have you documented all of your asset management related outputs?
  • Have you documented what you would like your asset management systems to be able to do?
  • Are you confident that the data stored in your asset register is correct?
  • Are you confident that all of the assets you are responsible for have been entered into your asset management system?
  • Have the responsibilities for assets & asset management related tasks within your organisation been clearly defined?
  • Have the asset management terms used within your organisation been clearly defined?
  • Are developers aware of the information you would like them to provide when they hand assets over to Council?
  • Do you have a Capital Works Evaluation Framework in place?
  • Are you keeping up-to-date with the latest asset management related; technologies, theories and practices?
  • Do you have a system for improving your asset management practices?
  • Are you making the best possible use of everyone's knowledge?
  • Are you maximising value for effort by minimising duplication of effort?
  • Is it easy to find the information you need to answer questions and make good decisions?

As with the previous question, I am asking this because I am working on a powerpoint presentation about the reasons for, and value and future of asset management, and I want it to be interesting and persuasive.  If anyone would like a copy of the presentation when I am finished please let me know, and I will be only too happy to pass it on.

Hi Kent, thanks for the question.

I know that when Bundaberg Regional Council was formed after the amalgamation of four smaller Councils, some of the assets that ended up in the consolidated database were very poorly described. 

For example we might have had say 50 kerb & channel segments in a road that was 8km long.  The construction year and length was recorded, but we had no real information about where they were located, except that they were in a certain street.  What do we do when we replace a section kerb & channel in that particular road?  Which segment do we dispose of? 

Perhaps "exact" gives the impression that I think we need to know the location of an asset to the nearest millimetre, which is not the case.  Perhaps dropping the word "exact" would make the checklist better.  Does anyone/everyone agree?

Hi Wayne, I think it makes sense except for mobile assets (plant. demountables etc). You would still need to know their location but thought it might be worth noting whether you are talking about fixed infrastructure assets or not.

Hi Wayne,

It differs between asset classes. Looking only at our asset classes, we have pipelines, park assets, water treatement plant and valves among others. In regards to pipeline assets the exact location and points of diameter change/material change is very important in valuation, repair work, pipeline locating. It is also important to have the exact location of valves on these pipelines (even if there are 2000 odd!) because the bloke who is assigned to operate/replace/service a particular valve needs to know where it is. So this is a situation where having the 'exact' location can provide significant benefits.

However for park asset like bins, tables, bbq's,etc. the 'exact' location may not be as important. This is because some of these assets may be mobile (eg. picnic tables being dragged around the park) and other are replaced or moved very reguarly. In this case it is easier to assign their location to the park in general and place an identifier tag/number on the asset.

The location of an asset is very important in for works planning and customer enquiries but in some cases only the general area may be enough. I agree in dropping the word 'exact' from the checklist.

You have mentioned the asset details of location and asset details, but you might want to include the following in addition:

What is the current condition of your assets?
How do you determine the condition of your assets?
How fast are these assets deteriorating?

These questions give significant information for future planning of assets renewal/refurbishment and change asset management from a static "snapshot"  to a dynamic process that enables prediction of future requirements. People generally understand that things wear out as they are used and can relate to these concepts well. There is however a need within an organisation to have a standardised means to assess/describe asset condition so that balanced decisions are made.

First I would love to see a copy of your presentation as this topic has been first and foremost in my mind for many years. In Canada and I believe the US, there is no legislation covering the use of or implementation of Asset Management. We only have accounting (PSAB) guidelines. During any presentation we always struggle with the question "show me the benefits" or demonstrate why I should bother. There is no emperical data (in North America) for government orgranizations that I can find, so we are sometimes left with the "Field of Dreams" concept or trust me! Good luck and I look forward to following this conversation.

A couple of people who have looked at the AM presentation I have posted to the forum, have asked about the presentation's key message and intended audience.  It is a very good question.

 

I guess my key message is that Councils should be working together using modern technology to come up with better ways of constructing and maintaining their infrastructure, and that plodding along implementing the current AM orthodoxy may not be the best use of our time.

I guess my audience is anyone working in the infrastructure asset management field, who is not doing their best to share their AM ideas and knowledge with the largest audience possible.

One query gave me the idea for this question, which I think is a very valuable question we need to ask ourselves.


Have you established how the Councils near you manage their assets?   Did they have any good ideas, that you subsequently adopted?  

That sort of information would be gold.   If a Council has changed their practices to copy a neighbour surely that is a great indication that the practice in question is a very good one?

If nobody answers yes to this one, I don't think we probably aren't doing our job properly.

I think you make a very good point. Currently I think one adhoc way this occurs on some level is through product salesmen and travellers telling different areas about what is happening down the road. I don't understand why we (and I am guilty of it as well) don't share more. Our neighbours are a great resource.
