LOCAL GOVERNMENT REFORM FUND

The NSW Division of Local Government, Department of Premier and Cabinet (DLG) has requested the Institute of Public Works Engineering Australia (IPWEA) to provide expertise, tools and resources to deliver the Asset Management and Financial Planning programme for the Local Government Reform Fund throughout New South Wales.

After the attendance and successful completion of the training modules and with the aid of the IPWEA training resources, each targeted Council will have:
• An improved understanding of roles and responsibilities in long term planning and of the importance of sound asset and financial management as part of integrated planning.
• Improved knowledge and skills to key personnel in Asset Management and Financial Planning
• The ability to assess their own asset management and financial planning maturity in relation to the Local Government and Planning Ministers’ Council - Local Government Financial Sustainability Nationally Consistent Frameworks.
• The skills and knowledge to produce a complete Asset Management Plan for each of their major infrastructure asset categories
• The skills and knowledge to produce a Long-term Financial Plan linked to the Asset Management Plan for a period of at least 10 years.
• The technical resources including practice notes manuals and web based resources to support asset management and financial planning knowledge and skills.
Targeted assistance to 42 Councils identified as having limited resources and capability, will be given skills and knowledge to produce Asset Management Plans and undertake Longer-term Financial Planning.
